Sovereignty concerns control over the rules, infrastructure, technologies and data flows an essential service depends on. Where a provider is located, and who ultimately owns it, are factors in that assessment. They are not the whole test.
UK data residency does not prove sovereignty. Nor does a UK-registered supplier — not if the control plane, the model, the update rights or the ultimate parent sit elsewhere.
